What is a Basic Income Basic Income Guarantee?

In short, what do we mean by a basic income guarantee?

We advocate for Guaranteed Livable Income (GLI)/Basic Income Guarantee (BIG) program that ensures all adult residents have access to a minimum level of income through regular cash payments. A program would be income-tested, individually assessed, and available to everyone who is eligible – regardless of work status, relationship status, or immigration status.

Canada already delivers similar programs like the Guaranteed Income Supplement for seniors and the Canada Child Benefit for children and parents. BIG would build on these foundations to reduce poverty and income inequality, strengthen communities, and promote economic participation. By providing a stable income floor that adjusts with earnings, it would support dignity, personal autonomy, and economic well-being.

Whether called a Basic Income Guarantee or a Guaranteed Livable Income, the principle remains the same: a foundation of income security for all, free of conditions and grounded in dignity. BIG should do more than alleviate poverty; it would provide the opportunity for individuals to fully participate in society with safety, independence, and self-determination.
